This work analyzes the course, content and political process of the pension reforms in the states successors of the SFRY. The role of the World Bank, like the most powerful international financial institution, which have had very considerable role in this process, is specifically highlighted. This work emphasizes a three pillars model of the pension system, which has been advocated by this organization, as well as the mechanism of its imposition.
The role of International Labor Office and International Social Security Association has been analyzed as well. Besides the principal opposition to the concept of the World Bank and assistance to the trade unions regarding education their delegates, the role of these organizations had little importance. The European Union had almost negligible importance on the pension system reforms.
The impact of domestic participants was specifically analyzed, which, according to the conclusion of this analyze, was dominant. It is interesting, that the role of the pensioner’s associations, particularly where were successfully organized as (parliament) political parties, was more important than the role of the trade unions.
