KELSEN’S UNDERSTANDING OF DEMOCRACY

Hans Kelsen was known because od his Pure Theory of Law, but his political thought, which was origined from the pure Theory of Law, was underestima ted for long time. Because of that, in this article, the author is trying to put some light on Kelsen theory on democracy. Can democracy guarrantee the best way of choosing the leader of the state, is it possible for democracy to be better political regime, than it is today, and much more, will be clear in this article.
