Сажетак

EC Treaty Article confers positive, substantive rights of freedom of movement and equality of treatment on EC workers. The substantive nature of these rights is, to some extent, given flesh by the secondary legislation, and in particular by Regulation 1612/68. In particular, the Regulation covers the families of EC workers, which are nowhere mentioned in the Treaty. According to the Regulation’s preamble, the elimination of obstacles to the free movement of workers will require ensuring ‘the worker’s right to be joined by his family and the conditions for the integration of that family into the host country“. However, right to equal tretman in regard to social advantages belongs only to workers and their family members.
